Organizational support
Without management support, agility initiatives remain within individual teams without scaling to the organization. With support but without changes in the operational and organizational dimensions, the support is cosmetic.
Why it is necessary

Agile transformation requires changes that teams cannot make on their own:
- Changes to the organizational structure (how teams are organized, who decides what).
- Changes to evaluation and compensation systems (so that they do not penalize learning or experimentation).
- Changes to planning and budgeting processes (so that they are compatible with the agile cadence).
- Investment in training and tools.
All these changes require decision-making and commitment from management.
Signs of genuine support
- Management actively participates in the relevant Scrum events (Sprint Reviews, demos).
- Organizational policies evolve to be consistent with agile values.
- Negative learning is explicitly accepted as a valid outcome of experimentation.
- Changes in the way of working are sustained even when initial results are uneven.
Support is inferred, not declared
AgiLevel points out that support is difficult to assess directly because any executive will claim to support the agile transformation when asked. Real support is inferred by observing the consistency between statements and specific decisions: if management claims to support self-management but approves or rejects every technical decision the team makes, the support is declarative, not real.
Common mistake
Launching agility initiatives without the necessary organizational support. A team that adopts Scrum without the surrounding organization changing its processes, metrics, and expectations ends up in an "agile sandbox": the team works one way and the rest of the organization works another, creating constant friction and discrediting agility for the problems it does not solve, but which it cannot solve alone either.
